People's lives have become conspicuously problematical due to the effects of extended living space and the aging of individuals. Therefore, a variety of participation type community development activities have been carried out. However, in many cases the residents' participation has been initiated by the local government. This article examines this aspect of community development. An experiment was conducted to see how community development activities can become more widespread and sustainable. Participating in volunteer activities by various regional, local government, corporate, and community groups has advantages that go beyond the task at hand. Systematic support is indispensable for volunteer activity groups.
