The business of community development by citizen participation was been watched with keen interest in recent years, because our life environment has been changed by the global economic slump. In the future, the citizen business ex: social business (SB), community business (CB), corporate social responsibility (CSR), etc., will be important for the general populace. However, popularization and permeation of the above mentioned citizen business is necessary. In this paper, the author shows that the participation in community development will in itself lead to the goal of popularization and permeation. In conclusion, how SB is understood in general and the relationship of CB and CSR will be examined.
